The Upper Missouri Waterkeeper tells us there is an extremely troubling project proposed outside Great Falls: the Madison Food Park Slaughterhouse (MFP)  would be the largest industrial-scale slaughterhouse in the Pacific Northwest.  To give a very brief synopsis the MFP would be enormous – over 3,000 acres in size, consumptively use more than 3.5 million gallons of groundwater per day, and include machinery and operations capable of processing tens of thousands of animals per week.
The City of Great Falls is extremely concerned by the proposal and the City Council of Great Falls unanimously passed a resolution calling on Governor Bullock to initiate a cumulative impacts, study, read the City of Great Falls’ resolution here.
Local concerned citizens in Great Falls have formed a grassroots coalition named “Protect the Falls” and launched an excellent educational website – ProtectTheFalls.org and have  a petition supporting the City of Great Falls resolution.  To learn more about the Slaughterhouse proposal, read the City of Great Falls’ request to Gov. “All ethics so far evolved upon a single premise: that the individual is a member of a community of interdependent parts”

Immigration and Customs Enforcement announced on Monday that foreign students taking online-only courses — which are becoming more common as universities move away from in-person classes amid the pandemic — may need to transfer schools or leave the US. Petition White House to stop student visa changes.

The White House issued an immigration proclamation dramatically curtailing legal immigration to the US sending hundreds of people and businesses into a scramble to understand whether their future plans are derailed. The employment-based visas targeted by the administration are tailored for a range of jobs in the US, including in health care, education and tech industries. The Migration Policy Institute, a think tank based in Washington, DC, estimates some 167,000 temporary workers will be kept out of the United States as a result of the new restrictions, which took effect on Wednesday.

Without telling Congress, the administration has scaled back the printing of documents it has already promised to immigrants — including green cards, the wallet-size I.D.’s legal permanent residents must carry everywhere to prove they are in the United States lawfully. Some 50,000 green cards and 75,000 other employment authorization documents promised to immigrants haven’t been printed, United States Custom and Immigration Services said in a statement.

SPECIAL EDITION

“When (we) see something that is not right, not fair, not just, (we) have a moral obligation to do something, to say something and not be quiet.”
– Civil Rights hero and Congressman John Lewis

Montana Women For… decided to forego our regular newsletter and instead share this timely and important message from Livingston City Commissioner Melissa Nootz.

“Some Livingston residents have shared with me their concerns about excessive use of force by local police.

I am sharing the process of complaints and investigations as I understand them from my communications with the City Manager, Michael Kardoes. My goal with sharing this information, is that citizens wanting to follow up with a complaint about an interaction with the police can have a clearer understanding of the current process. And also – complaints filed mean the City Manager and Police Chief will be made aware of what citizens are experiencing – and they will be able to follow up on incidents with investigations.

For an overview of the Livingston Police Department, please visit this website: http://www.livingstonmontana.org/living/police_department/ livingston_police_department_overview.php

If a citizen wants to report an incident, please use this form: http://www.livingstonmontana.org/Personnel%20Complaint%20Form.pdf

If individuals wish to remain anonymous, the City understands and is willing to work with them. Please know that anonymous complaints can make parts of the investigation process more challenging and disciplinary action less likely.

The Chief of Police and the City Manager will look at all independently verifiable information. If none is available, any official disciplinary action will be extremely difficult. Additionally, anonymous complaints will not be counted in the formal statistics nor will they receive an official resolution determination.

Please be prepared to share the date, time, and officer involved in the incident to allow a review of available information. And please know that the City cannot provide confidential criminal justice information without a District Court Order under State law.

You are always welcome to speak with the Chief of Police or the City Manager directly if you prefer not to provide a written complaint.

*Dale Johnson – Police Chief – (406) 222-2050

*Michael Kardoes – City Manager – (406) 823-6000

If you want to go outside the standard staff members and procedures to file a complaint, please contact one of the following:

*Courtney Lawellin – Livingston City Attorney – (406) 823-6007

*Lisa Lowy – Livingston Human Resources Director – (406) 823-9870

*ASPEN (Abuse Support & Prevention Education Network) – Please ask ASPEN if they would be willing to be a liaison for you. The City doesn’t have a formal relationship with ASPEN in filing complaints, but the City is open to work with citizens who feel most comfortable having support from ASPEN during the process. – (406) 222-5902

*Melissa Nootz – Livingston City Commissioner – (406) 563-5722

If you have questions about police policy, use of force, the discipline process, or other topics – please stay in touch. The Livingston City Commission and City Manager have committed to work together to share and understand these policies with our community – and also get feedback about them.

If you have any further questions – and you haven’t found what you are looking for at any of the websites linked – please reach out to the City Manager for more information. Alternatively, if you prefer to connect with me – the best way is via email: mnootz@livingstonmontana.org

Thanks, Melissa Nootz

New group forming called the Bozeman Task Force to Advance the Status and Safety of All Women and Girls.  Jan Strout and three other co-leaders — Lei-Anna Bertelsen, a math education consultant, former Mayor Carson Taylor and City Commissioner Michael Wallner will invite 12 to 15 people from diverse backgrounds to volunteer on the task force. The task force, endorsed by the city commission, is a product of the group Bozeman for the Convention on the Elimination of All Forms of Discrimination Against Women, which Strout also co-leads. It will spend about a year researching and identifying specific challenges they want to prioritize and then drafting policies to address them.
